Politicians are due to make decisions this week on how they will spend money and generate income over the next four years.
The Government Plan includes £100 million of 'efficiencies', including £40 million to be made in 2020.
It will also see spending rise to nearly £1 billion by 2023.
States Members are being asked to agree the programme, which includes the budget proposals for next year.
Among those alcohol, tobacco and fuel duty could increase - putting 49p on a packet of cigarettes and 6p on a litre of petrol (with 4 pence going to a new Climate Emergency Fund)
£349m will be allocated for capital projects, £90.7m of that in 2020. That spending includes £2m on 'finding a solution for Fort Regent' and £9.4m on the sewage treatment works.
There are more than 20 proposed amendments to Ministers' plans - including an attempt to block plans to charge us more to park our cars, to lower GP fees for some groups pf people, and to establish £5m fund for a first-time buyer home loan scheme.
There are also government amendments to amendments, and the debate is expected to last all week.
