Plans for the future of Fort Regent will be announced soon, and will include a skate park and children's play area.
Infrastructure Minister Andy Jehan has told a scrutiny panel there will be a permanent skate park, children’s play area and other leisure facilities.
But the Constable said it would not include a casino or hotel.
He added that the redevelopment won't be achieved in this government term, though he will try to get the project 'shovel ready'.
"I have seen some really exciting plans for Fort Regent.
They are not elaborate, they are functional. They are going to require around £80m of investment.
But the thing that worries me most is the revenue. We are quite good at finding capital to build new shiny things. Where we have struggled in the past is to maintain these assets."
The last government scrapped an ambitious transformation project unveiled in 2021, though it closed it the gym and moved sports clubs out.

Also at this week's hearing, the Environment, Housing, and Infrastructure Scrutiny Panel raised concerns about the multi-million pound shortfall for essential upgrades to Jersey's infrastructure.
Constable Jehan told the panel about significant gaps in his budget, including £2m to maintain the island's roads.
He will also be bidding for an extra £10 million for liquid waste, to make sure the network can deal with more new homes being built.
Following the meeting, scrutiny panel chair Hilary Jeune said:
"Whilst Constable Jehan has indicated there is an acknowledged need among fellow Minister's for investment in infrastructure, there are going to be tough conversations to agree to significant extra funding.’
