Jersey's civil service union has served the States seven days' notice for taking industrial action.
Work to Rule will take effect and an AGM next Wednesday will confirm if a walkout will happen.
From Thursday, civil servants will only work their contracted hours, take full lunch breaks, and withdraw goodwill.
