Sark's senior committee is seeking agreement over the appointment of accountants and specialists to value the electricity company.
A law enabling compulsory purchase came into effect in June.
Despite efforts by the current owner to sell the company to a third party, Sark's senior committee is going down the route of compulsory purchase.
It has said that a bid by Island Power to buy the utility earlier this year was not financially viable.
It wants to appoint accountants Begbies Traynor and a specialist firm to value some of the complex electricity equipment.
Policy and Finance says it has approached Sark Electricity's owner to get mutual agreement on the appointment of the accountants.
It wants this done within two weeks but says it can pursue compulsory purchase without Sark Electricity's agreement.
The plan is to buy the company, retain the staff and then invest in the network with expertise coming from Guernsey Electricity.
Separately, following last month's 60p per unit price rise, Sark's Electricity Price Commissioner will hold meetings today (2 October) and tomorrow with islanders concerned about not being able to pay their bills for the month.
The unit price was capped by Commissioner on 1 October at around 49 pence per unit.
But, he has no control over September's increase, which was put in place to pay for legal fees.
